A static IP address is an IP address that does not change. A static IP address that is publically addressable (i.e. it does not start with the numbers "192.168", "172.16-31", or "10") is one that any computer (or "host" in Internet parlance) can connect to.

If your video surveillance system has a static ip address as described above, then you should be able to access it remotely from anywhere on the Internet.
